Expeditionary Maneuver Warfare (EMW) is an important document published by The Department of The Navy, Headquarters United States Marines Corp. This document outlines their new capstone concept for how they plan to conduct operations within this new century. EMW emphasizes unique capabilities provided by The Marines as part of a joint force with other services and agencies.

The purpose of this document is to articulate what contribution The Marines can make towards future joint operations. They possess capabilities such as establishing command control systems or defeating enemy anti-access strategies; while also being able to transition from pre-crisis state into full operational capability in distant theaters.

Marine forces are expected to provide relevant power across battlespaces; be agile, lethal and swift when deploying; have tactical flexibility when conducting multiple concurrent dissimilar missions; plus provide focused logistics so power projection can occur independently without host nation support against distant objectives.

This book serves as basis for influencing Joint Concept Development & Experimentation Processes & Marine Corps Expeditionary Force Development System - all designed to refine broad axis identified in Strategy 21 for future capability enhancements. It further allows us insight into threats posed by national/nonstate actors who use sophisticated autonomous weapons seeking engagement where we may be weak.
